[October 1, 2025] Notice on Government Shutdown- Effective October 1, 2025
As of midnight September 30, 2025, Congress failed to pass a new funding bill in time, resulting in a federal government shutdown effective October 1, 2025. While it’s unclear how long the shutdown will last, we want to provide important context on how this impacts SBA 504 and 7a lending and how SEED Corp. is continuing to operate during this time.
Due to the shutdown, many SBA functions are temporarily suspended. This includes the processing of new 504 loan applications, loan modifications for transactions that have been approved but not yet closed. In some cases, limited servicing related to previously closed and funded loans—such as changes to collateral—may still be processed, but capacity is significantly reduced. It’s important to note that any loans already closed and scheduled for funding through the October Debenture Sale are not affected by the shutdown. Those transactions are expected to proceed and fund as planned.
SEED Corp. remains fully operational and committed to supporting our borrowers and lending partners during this time. Our micro and small loan applications (except for SBA 7a guarantees) are not affected by the government shutdown. For our SBA 7A and 504 loans, we are continuing to meet with applicants, collect required documentation, and complete internal underwriting and approvals so that we are ready to move forward immediately once SBA systems are back online. However, SBA has made it clear that no new applications or 327 actions can be submitted or held in queue during the shutdown.
Given the uncertainty surrounding when normal SBA operations will resume, SEED Corp. will continue open communication with our lending partners and borrowers to ensure that any time-sensitive financing needs are addressed as proactively as possible. Please feel free to contact any member of the SEED Corp. team with questions or concerns. We remain committed to supporting you and will continue to provide updates as new information becomes available.
